DCSTM Concluded a Two Days 2020-2025 Strategic Planning and APP 2020/21 Review Session Successfully



On Sunday, 23 - 24 February 2020, the Head of the Department for Community Safety and Transport Management, Ms Botlhale Mofokeng opened the two days 2020 to 2025 Strategic Plan and 2020/21Annual Performance Plans (APP). She expressed appreciation to departmental Strategic Planning, Monitoring and Evaluation Team for urgently convening the session. She welcomed all departmental officials from the Head Office and all four districts managers.

The HOD went on to table expectations of the sessions in terms of content, stakeholders and polishing an otherwise highly rated document already packaged.

"Out of the 12 North West Departments, our Strategic Plan and APP has been rated among the top three 3 of the 12 departments in the province in terms of quality content and adherence to the guidelines. This calls for us as colleagues to really pride ourselves with this commendable assessment made by the Planning, Monitoring and Evaluation Chief Directorate based at the Premier's Office".

Ms Mofokeng also commended the team that worked on the strategy before this session.

"Indeed the work and time we did put together in the initial three days and the following week long Strategic Planning and APP session that took place in late November 2020, was worthwhile. Lets us thanks the MEC as he foresaw it necessary to allow us such space and time to complete the tedious exercise. Colleagues overstretched themselves but remained focused and dutiful throughout the process. The review process will be simply an exercise of polishing the document as advised as well as aligning to the District Development Model, introduced by President Ramaphosa later in 2020." Emphasised an enthusiastic Mme Botlhale Mofokeng.

The session took place in Dihatshwane's Season Wedding and Conference Centre outside Mahikeng where over 120 officials attended. They are inclusive of oversight bodies, stakeholders from Northwest Transport Investment (NTI), NW Provincial Internal Audit (PIA), traffic Stations and Section 100 (1) (b) Intervention Team attended. Representatives from District and Local Municipalities, Premier's Office, SAPS, CPF and Dept of Educations too were expected to grace the occasion.

The provincial assessment report presented by Deputy Director for Planning, Ms Kelebogile Menoe. The report was the guiding document which reflected the following positive issues that the review session had to appreciate and note.

"The department has provided a detailed situational analysis reflecting links between the National Development Plan (NDP), Medium Term Strategic Framework (MTSF) and sixth administration priorities of the North West province. The department has made use of the Revised Framework for Strategic Plans and Annual Performance Plans to guide its planning processes. The department has provided an evidence-based analysis of priorities relating to women, youth and people with disabilities as well as challenges faced by these vulnerable groups including interventions thereof. Demographic data relevant to the work of the department has been comprehensively reflected upon and updated statistics has been used in the environmental analysis". Reflected Ms Menoe from departmental Planning (SPM&E) who made a presentation.

Outstanding issues that require attention are that some outcomes are crafted at programme level rather than at institutional level and that some outcome indicators and targets are operational whilst some outcomes are over-worded.

The department used the opportunity to reflect on the interventions that will be implemented in district municipalities as required for the District Development Model. The outputs shall contribute towards the achievement of the outcomes in the Strategic Plan

The Head of Department Ms Botlhale Mofokeng couldn't be prouder of the work done by the team. "We have now strengthen, correct and close the issues raised above to ensure that the plans achieve the priorities of government and improve governance and service delivery. We are set and ready to roll out implementation of a clear, unambiguous, aligned and SMART 2020 to 2025 Strategic Plans and 2020/21 APP. We are on course, The Theory Of Change principles, values and approach is the path that guides us for the next five (5) years". Concluded an upbeat HOD Mofokeng.

The HOD further afforded commissions to finalise their respective deliberations in the next few days. The departmental Executive Management Committee (EMC) will also be convened to quality assure and approve the final product so that by Friday the documents should be ready for presentation to the next North West Legislature Portfolio Committee.

In closing, Mme Mofokeng expressed her appreciations to colleagues for a purpose driven engagement as well as the frankness and dedication demonstrated throughout the course. She also thanked various stakeholders like; NW PIA, NTI, departmental Districts and colleagues in general.
